These services extend across eight urban watersheds, over 1,900 miles of pipe, and benefit every resident and visitor of San Francisco.The Wastewater Enterprise is hiring for three positions, the Instrumentation and Controls (I&C) Manager, Facilities Manager, and the Point Source Regulation Manager.Instrumentation and Controls (I&C) Manager:The SFPUC's Wastewater Enterprise is seeking a highly motivated 0923 Manager II, Instrumentation and Controls (I&C) Manager to manage in the implementation of a variety of Instrumentation and Controls (I&C) objectives.Reporting to the 0933 Maintenance I&C/Electrical Unit Manager, the 0923 Instrumentation and Controls (I&C) Manager in Wastewater Enterprise, Maintenance Division, manages, directs trains, coaches, plans, organizes, schedules, develops, and evaluates the work activities of all Instrumentation and Controls (I&C) staff through three direct reports (7329 Electronic Maintenance Technician Assistant Supervisors) that supervise approximately 16 staff at 3 different wastewater plan locations. The Maintenance I&C/Electrical Unit work unit operates and maintains the instrumentation and controls equipment critical to plant operations and works cross-divisionally with managers in other WWE divisions and City Departments to keep wastewater plant operations controls online.ESSENTIAL FUNCTIONS:
    • Supervises, trains, evaluates performance, and directs the work of Electronic Maintenance Technician Assistant Supervisors and Electronic Instrumentation Technicians; counsels employees on policy and procedure compliance, evaluates and documents employee job performance, initiates recognition and implements recommended and approved disciplinary action; motivates employees to perform to the best of their abilities.
    • Approves work orders and budgeted materials and supplies expenses.
    • Works with mid-level managers and outside contractors to complete objectives; meets with representatives of other City departments, outside organizations, and the general public in connection with capital improvement projects, and related installation and maintenance work that is critical to operations and impacts level of service to City ratepayers.
    • Meets with managers to plan and prioritize work according to established production targets.
    • Directs daily work assignments through supervision of Instrumentation and Control Technician.
    • Reviews and prepares job estimates for current and future projects.
    • Prepares and maintains records of time worked and materials expended on projects to justify expenditures.
    • Interprets and enforces existing methods and procedures relative to installation, maintenance, and repair activities.
    • Monitors completed work of Instrumentation and Control Technicians in the field or shop through Supervisor.
    • Understands and enforces all City, SFPUC and WWE policies and procedures and ensures compliance.
    • Develops and motivates staff through training, performance management and related workforce initiatives.
    • Makes safety on the job the top priority, conducts safety training for subordinates, instructs staff regarding safety procedures, follows, and enforces all safety regulations, policies and protocols.
    • Meets with representatives of other City departments, outside organizations, and the general public in connection with capital improvement projects, and related installation and maintenance work.
    • Drives a City vehicle to job sites, electrical shops, and meetings at various locations.
    • Ensure that day-to-day maintenance and operations of the I&C section in accordance with the identified levels of maintenance.
    • Maintains physical presence on-site during regular hours of operation and hasfull authority to act on all operations and maintenance objectives.
    • Determines and develops standard operations procedures for all instrumentation and control functions.
    • Allocates resources within the Instrumentation and Controls unit, makes recommendations on future resources needs.
    • Performs related work duties as assigned.Facilities Manager:Under the general direction of the WWE Facility Maintenance and Emergency Response Manager, the Facilities Manager plans, schedules, tracks, develops, organizes and directs maintenance and repair activities for the facility maintenance trades work units (Green Infrastructure, Paint Shop, Plumber Shop, Gardeners, Painters, and Carpenter Shop). The Facilities Manager develops and implements cost-effective workforce development programs, training, and competency standards to ensure WWE staff receive the necessary training and development to meet their responsibilities to WWE's internal and external stakeholders.The Facilities Manager will be responsible for: analyzing and managing the WWE facility maintenance workforce; developing and accessing skills and competency levels; implementation of operational objectives, procedures, and effective programs to maintain and develop proficient workforce.ESSENTIAL FUNCTIONS:
      • Supervises, trains, and evaluates the work of the assigned facility maintenance trades work units.
      • Delegates work to employees and supports them in managing their workloads.
      • Manages collaboration between members of the facility maintenance trades work units via regular meetings, shared documents, and/or other management tools.
      • Participates in budget development by providing detailed justifications and persuasive arguments in support of the immediate needs associated with WWE.
      • Evaluates procedures, identifies, and analyzes problems and issues, and may implement and document new procedures to increase the effectiveness and efficiency of the work units supervised.
      • Completes required work order and related documentation and provides reports as needed.
      • Understands and enforces policies and procedures established by WWE and ensures compliance.
      • Consults with subordinates to identify workloads, budget requests, records maintenance, reports, and priority assignments.
      • Makes safety on the job the top priority, conducts safety training for subordinates, follows and enforces all safety regulations, policies, and protocols.

      • Engages in the planning and execution of projects involving coordination with multiple internal and external stakeholders.
      • Works cross-divisionally with WWE managers on critical facility maintenance projects and with other City departments from which WWE contracts related work.
      • Makes decisions and solves problems in determining critical facility maintenance and repair projects.
      • Determines allocation of facility maintenance resources.
      • Assists in budget preparation, approves budgeted expenditures.
      • Establishes procedures and guidelines for each functional area managed and interprets division work rules applicable to all functional areas.
      • Coordinates budget and monitors expenses within functional areas managed.
      • Manages five supervisor-level direct reports); supervises, trains, coaches and evaluates the work activities of the staff in each of those five functional areas through five supervisor-level direct reports supervising approximately 30 staff at 3 locations; handles sensitive matters concerning staff.
      • Delegates authority to supervisors in deploying personnel.
      • Performs related work duties as assigned.Point Source Regulation Manager:The Point Source Regulation Manager in the WWE Collection System Division is essential for the oversight of the point source pollution responsibilities for the pretreatment program and will be responsible for the diverse programs promulgated by the Environmental Protection Agency (EPA). This position will meet the mandates of the California State Water Resources Control Board and EPA to develop new programs to meet new pollutants of concerns.ESSENTIAL FUNCTIONS:
        • Manages complex critical pretreatment functions, operational activities, or projects; works with other managers and staff to evaluate and implement goals, responsibilities, policies and procedures of the division.
        • Supervises, trains, evaluates performance, and directs the work of Supervising Wastewater Inspectors and Wastewater Inspectors: provides coaching and training for performance improvement.
        • Evaluates procedures, identifies and analyzes problems and issues and document new procedures of the assigned section/program.
        • Prepares reports, memoranda, and correspondences related to enforcement actions, including regulatory driven documents.
        • Manages critical and varied point source programs, directs the allocation of resources to achieve timely outcomes and measurable goals within each program; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities anddecisions that directly impact the successes of the programs. These programs include, but not limited to the Fats, Oil and Grease program, the waste hauler program, the dental amalgam program and the industrial dischargers program, as well as key programs currently in development to address nutrient and PFAs levels.
        • Assists in developing and implementing operational policies to ensure the efficient operation of section or program; this includes program improvements to the Industrial Waste Discharger program, and the Batch Discharge program while assuring regulatory compliance.
        • Oversees pollution prevention programs that directly impact the health and welfare of the public.
        • Reviews and submits all reports required of federal and state regulatory agencies including the state water resources control board and the EPA.
        • Determines needs concerning contracting out work necessary to meet regulatory requirements to avoid violations and fines.
        • Arranges critical support for the Field Monitoring Section, including sampling and flow monitoring.
        • Determines and develops standard operations procedures for all Point Source Regulation functions.
        • Approves budget expenses for all consultant contracts.
        • Serves as the point-person for public requests and interacts with developers to provide the required information.
        • Partners with technical and professional staff and regulatory advisors to meet regulatory requirements.
        • Performs related work duties as assigned.QualificationsHow to qualifyEducation: Possession of a baccalaureate degree from an accredited college or universityExperience:Three (3) years of professional operations, maintenance and/or regulatory reporting of wastewater assets.License:Must possess and maintain a valid California Class C driver's license.Substitution:Additional qualifying experience may fully substitute the degree requirement on a year-for-year basis. (One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.)One year of full-time employment is equivalent to 2000 hours.
