Along with our partners at the San Francisco VA Health Care System and the University of California, San Francisco, we are working to discover and develop effective, safe, and practical treatments for military injuries and diseases affecting Veterans.Position Definition:This role will handle all aspects related to budget and cost compliance for their assigned portfolio using their knowledge of grant and contract management rules and regulations, in relation to the governing Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance 2 CFR 200), sponsor policy, institutional policy, technical expertise, and analytical skills.Essential Functions:

  • Assist Principal Investigators with the preparation and submission of contracts and grants.
  • Review proposals to extramural sponsors to ensure compliance with agency regulations.
  • Liaison for Principal Investigators and sponsors.
  • Provide fiscal management for all contracts and grants, pre-award compliance, post-award administration.
  • Coordinate approval process of proposals.
  • Initiate subaward agreements and amendments; review subaward invoices against approved budget.
  • Monitor general ledger, identify and resolve any discrepancy with financial journals and cost transfers.
  • Provide budget projections for Principal Investigators.
  • Ensure compliance with Uniform Guidance (2 CFR Part 200), sponsor policies, award terms and conditions, and institutional policies and procedures.
  • Maintain working knowledge of financial systems and ensure that budgets and financial system records are accurate.
  • Responsible for ensuring all necessary pre- and post-award compliance activities are completed within the required timeframes (i.e., progress reports, FCOI) while adhering to sponsor and institutional policies and independently serving as a technical authority and resource in correspondence with the PI and funding organization.
  • Perform other related duties as assigned.Job Requirements:
  • Degree in business administration or related field, with a minimum of 3+ years' experience and increasing responsibility in a research administration or grants negotiation and management role, or an equivalent combination of education and experience.
  • Detailed knowledge of Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR Part 200) and demonstrated expertise in interpreting and explaining requirements.
  • Detailed knowledge of Federal agency policies including NIH, DOD, and NSF.
  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management, and financial reporting.
  • Significant experience in developing and negotiating a variety of agreements including creative problem solving and effective decision making.
  • Demonstrated commitment to excellence in customer service, timely communication, and performance.
  • Ability to analyze, problem solve, interpret and apply policies/regulations.
  • Ability to manage multiple projects, tasks, and priorities to achieve desired goals.
  • Ability to work independently as well as part of a team.
  • Previous experience in a university institution or non-profit organization highly desirable.
  • Experience with Grants.gov, Acumatica, or Cayuse is highly desirable.
  • Research or grants education and/or certification is preferred.Working Conditions/Environment:The work environment is a biomedical research laboratory, which may include minor annoyances such as noise, temperature variations, etc. The incumbent may be required to sustain standing and seated postures and to use a computer keyboard and display monitor for prolonged periods.The base salary range for this position is $71,875.00 - $115,600.00 per year. The base salary actually offered to a successful candidate will take into account various relevant and non-discriminatory business factors including, without limitation, the candidate's geographic location, job-related experience, knowledge, skills, and education, as well as internal equity considerations.
